About the client
The client is a major Flemish government organization. Until June 2024, the organization ran on an extensive on-premise environment of 80+ applications and 30+ PostgreSQL and DB2 databases, spread across several environments.
Challenge
An outdated on-premise landscape that no longer held up
Until June 2024, the organization ran on an extensive on-premise environment. That landscape consisted of 80+ applications and 30+ PostgreSQL and DB2 databases, spread across several environments.
That setup came with a number of critical bottlenecks that called for a fast and well thought-out transition.
In practice, this meant:
- The Disaster Recovery Plan (DRP) was due for a thorough overhaul
- Security needed to be stepped up, partly in light of the NIS2 legislation, along with better system availability
- The existing hardware was due for replacement, and the organization wanted to be fully unburdened when it came to hardware management
- There was a need for more proactive monitoring and clearer visibility into IT costs per department, as well as an overall reduction in OPEX spending
- A strategic choice to go cloud-first in the Azure West Europe region (Netherlands)
As long as everything ran on-premise, each of these points remained a risk and a brake on further digital growth.

Solution
A robust Azure foundation
To meet these requirements, the team designed and implemented a completely new cloud architecture. The existing on-premise architecture couldn't meet the new security requirements, and a simple "lift-and-shift" wasn't enough. So the team built on foundations following the Microsoft Cloud Adoption Framework (CAF).
The team focused heavily on automation and security, using Infrastructure as Code (IaC with Terraform), Role-Based Access Control (RBAC), and strict policies. The team successfully set up the complex new IT landscape, which today includes a HUB VNet, dozens of networks, and no fewer than 50+ landing zones.

Approach

The success of this project came down to a combination of technical depth and close collaboration between the ACA project team and the client's staff. The numbers speak for themselves:
The team successfully resolved 1,800 tickets and produced 500 pages of documentation
Communication ran fully transparently and smoothly through 30+ dedicated Teams channels between the team, application owners, development teams, and the business
Thanks to a strong focus on DevOps automation, the team ran 3,500+ Terraform builds via CI/CD, configured 500+ firewall rules, and managed 40+ Terraform code repositories
Despite the huge scale of the project, this professional approach meant only a handful of incidents occurred during the entire migration period.

Result
Transparency, security, and future-readiness
The results of the hard work speak for themselves. Today, 95% of all applications are running successfully in the new PROD environment, and the organization is only a few weeks away from 100%.
The environment also became significantly safer and more robust. The Microsoft Azure Landing Zone Assessment score rose to 85%, and the Well-Architected Security Assessment achieved an excellent score.
The client now has complete insight into their architecture, connectivity, and operations (observability), and with FinOps up and running, there's tight, transparent control over IT budgets.
Thanks to this result and the strong partnership, the client is already looking further ahead. With clear goals for 2026, from cost reduction and multi-region approaches to introducing AI into DevOps processes, the platform is ready for its next step.
